Shanghae, and in sufficient time to admit of your receiving my decision before the 1st of January, 1866, the amount of fee which, in your opinion, should be levied on the issue of certificates of registration.

You will charge for each copy of the Order in Council sold an uniform sum of half a dollar; and for each copy of the Rules which have now been approved by me an uniform sum of one dollar.

You will, on your departure, be provided with an adequate number of copies of each, to be distri- buted in the several Consulates for sale, according to the demand likely to be made for them.

I shall request the Secretary of State for the Colonies to furnish the Governor of Hong Kong, confidentially, with copies of my various instruc- tions to Her Majesty's Ministers and Consuls, and to yourself, in order that the Governor may clearly understand the exact state of affairs as regards the Supreme Court.

Copy of Despatch from Earl Russell to Her Majesty's Consul at Shanghae.

Sir,

Foreign Office, May 16, 1865. YOU are required by the 3rd clause of the 164th section of the Order of Her Majesty in Council,

of which a copy is transmitted to you in my circular despatch of this day, on the receipt of a copy of that Order to affix and exhibit the same con- spicuously in your public office; and you are also required to keep the same so affixed and exhibited during one month from the first exhibition thereof. You will communicate with Sir E. Hornby with a view to your complying, as soon as possible after his arrival at Shanghae, with this provision of the Order; and having done so, you will apprize Her Majesty's Ministers at Peking and in Japan of the fact, and you will also forthwith send notice to the same effect to Her Majesty's several Consulates in both countries.
